If you're a head of L&D, a CIO, a chief people officer, or a transformation lead trying to work out who to trust with your AI training budget, this guide is for you. It's not a vendor comparison shootout. It's a working framework for separating training that produces capability from training that produces certificates.

Why most enterprise AI training fails

The Australian Government's National AI Capability Plan consultation acknowledges what most large employers already know: workforce AI capability is the binding constraint on adoption, not the technology. Tools are cheap. Licences are cheaper than they've ever been. The gap is between the seat and the screen.

So organisations buy training. And then, eighteen months later, they look at usage data, audit findings, or pilot velocity and discover that very little has changed. Why?

Three reasons keep showing up.

First, the training is generic. A four-hour "Intro to ChatGPT" workshop delivered identically to a marketing team, a legal team, and a data engineering team will land for none of them. The marketing team needs prompt patterns for content workflows. The legal team needs to understand confidentiality boundaries and hallucination risk. The data engineers need to write effective prompts inside their IDE and reason about model selection. One curriculum cannot serve all three. Most off-the-shelf programs pretend it can.

Second, the training is optimised for the wrong metric. Vendors are measured on completion rates, NPS, and engagement scores. None of those tell you whether anyone changed how they work. A program can score 9/10 on enjoyment and produce zero capability uplift. The training industry knows this and largely doesn't care, because the buyer rarely measures the right thing either.

Third, the training isn't connected to a business outcome. When training exists in isolation from licence rollouts, governance changes, or pilot programs, it has nothing to attach to. People learn things they never use. Six weeks later, the knowledge is gone. The Productivity Commission's recent work on AI keeps returning to this point: capability without application produces no productivity gain.

If you remember nothing else from this article, remember this. Enterprise AI training only works when it's specific to the role, measured on capability change, and connected to a real business outcome. Everything else is theatre.

What "enterprise AI training" actually means

The term covers a lot of ground, and providers use it loosely. Before you go to market, get clear on which of these four buckets you're actually buying.

Awareness training

Short, broad sessions designed to lift the floor across a large population. Topics like "what is generative AI," "how to spot AI-generated scams," "your obligations under our AI policy." This is the lowest-cost, highest-volume work. It's necessary but not sufficient. Awareness training alone never produces capability change. If a vendor is selling you awareness training as your AI capability strategy, walk away.

Tool fluency training

Practical, hands-on training in a specific tool: Microsoft Copilot, Google Gemini, Claude, or a vendor-specific platform like Databricks or Salesforce Einstein. The goal is that the learner can use the tool effectively in their actual workflow by Friday. This is where most ROI lives, because most enterprises have already paid for the licences and are seeing single-digit utilisation. Lifting Copilot usage from 12% to 60% inside a 5,000-seat enterprise is a multi-million-dollar productivity story.

Role-specific applied training

Deeper programs designed for specific roles: data engineers, analysts, product managers, marketers, customer service leads. Goes beyond tool fluency into workflow redesign, prompt engineering for that role's tasks, and integration with existing systems. This is where custom curriculum earns its keep.

Strategic and governance training

For executives, risk, legal, and compliance teams. How AI changes the business. What controls are needed. How to make investment decisions. Smaller audience, higher stakes, and almost always custom.

A real enterprise AI capability strategy uses all four, in different proportions for different parts of the organisation. If a provider only offers one of these and pretends it's the whole answer, that tells you something.

The provider landscape in Australia

You have roughly four kinds of providers to choose from. Each has a real role; none of them is the right answer for everything.

The big consultancies. Deloitte, Accenture, KPMG, EY, PwC. Strong on strategy, governance, and executive briefings. Expensive. Curriculum is often outsourced or built by junior consultants. Rarely have deep technical practitioners delivering. Best when you need executive alignment alongside training.

The vendor training arms. Microsoft, Google, AWS, Databricks, Salesforce. Excellent on their own platforms. Limited on cross-platform reasoning, because they're not commercially incentivised to teach you when their tool isn't the right answer. Useful for certification pathways and deep platform-specific work.

The university and TAFE programs. Strong on foundations and accreditation. Slow to update content. Generally not designed around enterprise rollout or specific business outcomes. Useful for individual upskilling and graduate pipelines, less so for time-sensitive capability programs.

The independent specialists. A small number of Australian providers (Better People is one) that build custom curriculum for specific enterprise contexts. Smaller scale, higher specificity. The trade-off is that we can't run a 50,000-person global rollout. The advantage is that we design for your actual workforce and your actual outcomes.

There are also a lot of resellers, course marketplaces, and content libraries (LinkedIn Learning, Coursera for Business, Udemy Business). These have a place as a self-serve layer underneath a real capability program, but on their own they don't move the needle for enterprise outcomes. Completion rates on self-serve content libraries sit in the low single digits at most large employers.

What to look for in a custom AI training program

If you've decided you need custom (which most enterprises with serious AI ambitions eventually do), here's what to test for.

A real curriculum design process

Ask the provider to describe their first 30 days of work. If the answer is "we'll send you our standard syllabus and adapt the examples," that's not custom, that's repackaged. Real custom curriculum starts with role mapping, current-state capability assessment, and a workshop with the people who actually do the work. You should see interview transcripts, workflow maps, and a draft learning architecture before any content is built.

Practitioners delivering, not professional trainers

The single biggest predictor of whether a technical program lands is who's at the front of the room. A trainer who has never built a production AI system cannot teach engineers to build production AI systems. They can read the slides, but the moment a learner asks a real question, the credibility goes. Ask who is delivering each session. Ask what they've shipped. Ask to talk to one of them before you sign.

Outcome measurement built in from day one

Not satisfaction scores. Not completion rates. Capability change and business outcomes. A serious provider will ask you, in the first conversation, what business metric the program is supposed to move. Licence utilisation? Pilot velocity? Audit findings closed? Time-to-first-deployment for a new model? If they don't ask, they're not thinking about your outcomes, they're thinking about their delivery.

The measurement should include a pre-program capability baseline, post-program capability assessment, and a 60- or 90-day check-in on workflow change. Anything less is a vanity exercise.

Integration with your tools, your data, your context

Generic AI training uses generic examples. A real enterprise program uses your actual workflows, sanitised versions of your actual data, your actual approved tools, and your actual policies. When learners practice prompts on synthetic problems that don't resemble their work, the transfer to Monday morning is poor. When they practice on something close to their real job, retention and application both jump.

A view on what training can't fix

This one's underrated. The best providers will tell you, in the scoping conversation, which of your problems aren't training problems. If your engineers don't use Copilot because the IT environment blocks half its features, that's an infrastructure problem. If your analysts don't trust AI outputs because there's no governance framework, that's a governance problem. If your managers don't approve AI-assisted work because performance reviews still reward effort over output, that's a culture problem. A provider who tries to sell you training to fix all of those is taking your money under false pretences.

How to scope and budget a program

Pricing varies enormously, but here's a rough working model based on what serious Australian enterprises are spending.

Awareness and short-form workshops: $2,500 to $15,000 per session, scaling with audience size and customisation. Useful as a layer; not a strategy.

Tool fluency programs (e.g., Copilot rollout for 500 to 2,000 people): $50,000 to $250,000, depending on customisation, delivery format, and ongoing reinforcement. The good ones include manager enablement and a 90-day usage uplift commitment.

Custom role-specific programs: $75,000 to $400,000+ for a properly designed curriculum, delivered across multiple cohorts, with measurement. This is the band where most enterprise capability work sits.

Multi-year capability strategies: $500,000 to several million, typically combining custom curriculum, governance work, executive education, and ongoing reinforcement.

The cheapest version of any of these almost always underdelivers. You're better off doing one thing properly than five things badly. If your budget is tight, narrow the scope (one role, one tool, one outcome) rather than spreading thin across the whole organisation.

When you compare quotes, normalise on three things: who's delivering, what measurement is included, and what happens at 60 and 90 days post-delivery. That's where the real differences live, and it's also where the cheap providers cut corners.

How to run the procurement

A few specific things that consistently separate good outcomes from bad ones.

Bring the business to the table early. L&D cannot scope a real AI capability program alone. The business owner of the outcome (the head of engineering, the CMO, the COO) needs to be in the scoping conversations, because they own the metric the program is supposed to move. If they're not in the room, the program will drift toward generic content that's easy to defend but hard to attribute to results.

Pilot before you scale. Run a single cohort of 20 to 30 people first. Measure capability change and workflow change. Adjust the program. Then roll out. Skipping this step is the most expensive mistake in enterprise training, and the one I see most often.

Insist on real references. Not logos on a slide. Phone calls with the actual L&D or business buyer at a comparable enterprise, where you ask: did the program produce measurable capability change? Did it land with the business? Would you buy from them again? You'll learn more in two of those calls than in any RFP response.

Watch for vendor lock-in to a single tool ecosystem. If a provider only teaches Microsoft, only teaches Google, or only teaches one platform, they're going to recommend that platform regardless of whether it's right for the problem. Useful for deep platform programs, dangerous as a primary capability partner.

The next 12 months

Two things will keep getting harder for Australian enterprises.

The first is the gap between organisations that have built real AI capability and those that haven't. The early movers are now compounding. Their teams write better prompts, ship pilots faster, govern risk more confidently, and absorb new tools more quickly. The late movers are still arguing about policy. That gap will not close on its own, and every quarter it widens.

The second is the noise in the market. More vendors, more frameworks, more "AI academies," more certifications. The cost of choosing badly is going up, because the budgets are bigger and the opportunity cost of a wasted year is real.

The way through both of these is the same. Get specific about the outcome you're trying to produce. Choose a partner who measures themselves on that outcome, not on their delivery. Pilot before you scale. Insist that the people delivering have built the systems they're teaching. And keep asking, after every program, what changed for the learner and what changed for the business.

If both answers are clear, you've got a real capability program. If either is fuzzy, you've got expensive theatre.
